Preheat oven to 350°F.
Cream butter and sugar until light and fluffy, then add the eggs, one at a time. Sift together the flour, baking powder, soda, salt, and cinnamon. Combine with the oats and sprinkle over the raisins and nuts. Add the dry ingredients to the butter mixture along with the milk, alternating until everything is just combined. Do not over mix.
Drop from a teaspoon onto well-greased cookie sheets, 1 inch apart. Bake 10 to 15 minutes.
